Resona Holdings, a Japanese bank set to receive a bailout of about $20 billion from the government, must adopt a more transparent management style and explain how its capital fell below the minimum level, the financial services minister said yesterday. The government ''will require the bank to create a strict framework,'' Heizo Takenaka, Japan's financial services and economy minister, said on Asahi Television's ''Sunday Project'' program.
