Up to 200 tons of cocaine flowed into Europe last year, as much as double the amount in 1996, officials say. INTERNATIONAL A2-6 U.S. Plans Offer to Russia To End ABM Treaty Dispute The Bush administration, in an opening offer to Russia to win cooperation in scrapping the 1972 Antiballistic Missile Treaty, is preparing to propose a broad package of arms purchases, military aid and joint anti-missile exercises, said officials devising Mr. Bush's strategy. They said the plan is likely to include an offer to buy Russian-made missiles that could be used in a defensive shield over Russia and Europe.
