INTERNATIONAL 3-22 Finance Ministers Agree On End to the Dollar's Rise Partly shell-shocked and partly delighted by the dollar's extraordinary surge in value in recent months, finance ministers and central bankers from the world's seven largest capitalist countries voiced relief after signals from the United States that a pause was in order. The ministers met in Berlin one day after Treasury Secretary Robert H. Rubin issued a broad hint that the dollar's value had climbed high enough. ''The dollar's correction process ought to end about now,'' said Hans Tietmeyer, president of the Bundesbank. 1 Kofi Annan: Man in the Middle Although Washington and other capitals are reluctant to pass judgment too quickly, the new United Nations Secretary General, Kofi Annan, has come in for early criticism for some of his first moves -- or lack thereof. Promoted by the Clinton Administration as the organization's savior, Mr. Annan now finds himself ''the man in the middle'' in pursuing reform. ''I'm trying to move the organization to go through with reform at a time when lots of people think that the United States is imposing reform and that the member states are not ready,'' he said in an interview. 1 Deepening Crisis in Ecuador The military in Ecuador announced that it no longer recognized the deposed President, Abdala Bucaram, as the nation's leader. Mr. Bucaram was removed from office by the Congress on Thursday on the ground of mental incompetence, but he has defied the order, calling it an attempted coup. INTERNATIONAL A3-11 Compromise Resolves Political Crisis in Ecuador The extraordinary flurry of claims to Ecuador's presidency reached a peaceful and equally extraordinary solution, as Rosalia Arteaga emerged from the four-day political crisis as Interim President. In an agreement with Congress, Ms. Arteaga, the former Vice President, will take command temporarily as the nation's first female leader while Congress rewrites the Constitution to grant itself a clear means of electing a successor.
