Armenia enjoys fruits of peace and prosperity, but drift toward dictatorship clouds public mood in country once regarded as oasis of civility and democracy; Armenians have food, fuel, consumer goods, stable currency and rising incomes, but last fall's presidential elections were so flawed that US declined even to offer routine congratulations to Levon Ter-Petrossian; diminishing press freedoms and rising human-rights violations described as Ter-Petrossian transforms himself from liberal intellectual to stony autocrat; he rarely speaks in public, has no tolerance for opposition and makes decisions in secret, so that opposition lawmakers usually do not bother to attend sessions; opposition politicians and reporters were beaten and jailed after disputed elections that Ter-Petrossian won by few percentage points; opponent, former Prime Min Vazgen Manoukian, only recently emerged from hiding; Ter-Petrossian, philologist who was jailed by Soviets as dissident, began turn away from democracy in 1994 when he banned major party and curbed press; new Constitution gives president unusually sweeping powers (M)
