LEAD: An investment group led by members of the Bass family of Fort Worth raised its stake in Universal Health Services Inc. to the equivalent of 11.4 percent of the company's class B stock, from 10.3 percent. LEAD: The operator of the trans-Alaska pipeline, which carries a quarter of the nation's domestically produced oil, has reached an agreement with state officials on measures to cut air pollution, ending a threat that the pipeline would be shut down. the Alyeska Pipeline Service Company, the consortium of seven oil companies that operates the 800-mile pipeline, had threatened to cut off an important source of oil as a deadline approached for compliance with an Environmental Protection Agency order.
