Illinois Tool Unit In Bid for Binks

LEAD: Illinois Tool Works Inc. said its Ransburg subsidiary had offered to acquire the Binks Manufacturing Company for $45 a share in cash or a combination of cash and Illinois tool stock, in a deal valued at $132.3 milion.
