Nicaragua's new Government plans to announce that it is ending most restraints on country's news organizations; action would clear way for return of nation's independent newspapers and radio and TV stations as early as next week; under 'general guidelines' some restrictions would remain in effect; papers and magazines would continue to be barred from printing articles favorable to ousted President Somoza; there will also be restraints on some types of 'immorality'; Xavier Chamorro, editor of La Prensa, is completing 'friendly agreement' that is intended to get newspaper back on streets by Aug 15 (M)
