Govt issues new press law effective Nov 1 and applying to local and foreign journalists; carries penalties ranging from fines to lifelong ouster from journalism; threatens punishment for newsmen who use indecorous language, lead undignified pub lives, deviate from 'pub mission of press' or show negligence in carrying out journalistic assignments; original draft of law was revised after some provisions were protested by Greek press unions and others; revised law is considered tougher; journalist's lifelong suspension can be enforced if he is convicted twice in 5 yrs of breaking press law, or has given out mil secrets or disseminated ideas of outlawed orgns
