World Journal Tribune sues 6 unions (ITU, mailers, pressmen, photo-engravers, stereotypers and deliverers) in Fed ct, asks ct to determine that union contracts with 3 defunct papers continue in full force and to direct arbitration of merger problems and work stoppages; Kennedy backs Kheel as man to make recommendations; Powers agrees but will not accept recommendations in advance; Meyer prefers no one make recommendations while talks continue; Lindsay and Rockefeller indicate they consider persons who might serve on possible panel; Javits wants mediation and talks to continue; ANG and publishers conf under FMCS auspices; stereotypers and photo-engravers conf with publishers; World Journal Tribune sends lrs to ANG members telling them whether they are employed or dismissed; Meyer says dismissals were based for most part on inverse seniority, except for 112 chosen because eds deemed them essential to preserve Herald Tribune image
