HR overwhelmingly approves and sends to White House bill limiting surprise searches of newsrooms and other locations engaged in activities protected by 1st Amendment; White House spokesman says that Pres Carter is 'extremely pleased' and looks foward to signing legislation; under bill, Federal, state and local law enforcement officers cannot, except under limited circumstances, use search warrant to obtain notes, film, tapes or other documentary materials used by those engaged in publishing or broadcasting; instead, these authorities would have to seek subpoena for materials, and news organizations would have opportunity to contest request for subpoena in court (S)
