INTERNATIONAL A3-10 15 Die in a Third Blast By Palestinian Bombers The third suicide bomber in just over 12 hours struck on a city bus in Haifa, killing himself and 15 others and prompting Yasir Arafat, the Palestinian leader, to declare a state of emergency in the West Bank and Gaza Strip as Israeli ministers spoke openly of removing him from power.
